FW: why is it that the right panel always ends up on the bottom on our site?

Hi, Darren,
Mary has repeatedly asked me about this issue, for which Bryon started a ticket: 118816.

I told her that you guys were looking into it, but I wanted to see what you had discovered.

Here’s a couple examples:

Pages without sidemenu jump:

Pages with sidemenu jump:
http://admissions.creighton.edu/ProspectiveStudents/InternationalStudents/tabid/3698/Default.aspx
http://admissions.creighton.edu/ProspectiveStudents/InternationalStudents/RequirementsGraduate/tabid/3701/Default.aspx

The main difference is that it seems whenever I create a new page, we get the sidemenu jumping down. What am I doing wrong?
